Central Bank discloses the criteria for fees to customers in the PIX

The Central Bank released Resolution BCB No. 19 of October 1, 2020, which provides for the collection of fees under the Pix.

According to the normative, it is forbidden for the institution holding the deposit account or prepaid payment account to charge fees from natural persons, including individual entrepreneurs, as a result of: I - sending of resources, with the purposes of transfer and purchase; and II - receiving of resources, with the purpose of transfer.

The prohibition does not apply to transactions carried out through the institution's face-to-face or personal service channels, including voice telephony, when electronic means are available for their execution.

The institution holding the account may only charge fees from the client: I - natural person, including individual entrepreneurs, as a result of the receipt of resources, with the purpose of purchase; and II - legal entity, as a result of: a) sending and receiving resources; and b) provision of accessory services related to the sending or receiving of resources.

In relation to payment initiation services, it was established that the customer may be charged a fee, and that the paying customer may not be charged a fee in the case of a payment transaction initiated by the institution holding the payer's account.

In addition, the Resolution prohibited the institution holding the account of the paying customer from charging a fee for a payment transaction initiated through a payment transaction initiation service provider in an amount different from the same service provided through its electronic service channels.

The amount of the fee charged for the provision of services shall be informed to the customer: I - in the proof of sending and receiving of funds within the scope of Pix and of the payment transaction initiation service; II - in the ordinary statement of the deposit account and payment account, as well as in the annual consolidated statement of fees; III - in the statement of use of the payment transaction initiation service, if the amount is not informed in the ordinary statements; and IV - in a table of fees for services provided on the institution's website on the internet and other electronic channels.
