The Central Bank published, on 25.05.2020, the deadlines and procedures necessary for adherence to PIX, since its launch, and the testing schedule for the accreditation of direct participants in the SPI production environment.
Institutions that successfully complete the registration and approval stages, which consist of joining PIX and conducting tests, will be able to participate in PIX from its launch.
Important: IPs with a request for operating authorization in progress at the Central Bank of Brazil (Bacen) may apply to join the PIX as a direct participant in the SPI, subject to authorization being granted by October 16, 2020. IPs that are not subject to the request for operating authorization by Bacen must, within the same period, submit: (i) a contract signed with the responsible participant; and (ii) a declaration signed by the responsible participant that the IP has the technical and operational capacity to comply with the duties and obligations set forth in the PIX Regulation and that the minimum capital has been paid up.
The information sent to Bacen for PIX adherence purposes by June 1, 2020 (deadline date) may be amended or supplemented up to October 16, 2020.
The PIX tests are specified in the Annex to Circular Letter No. 4,056 and have a period for its execution, starting on 06.01.2020.
The testing schedule for the SPI has the same period (from June 1, 2020 to October 16, 2020) and is specified in the Annex to Circular Letter No. 4,055. Upon completion of all tests, the direct participant shall submit a statement of completion and evidence of operational and technological capacity to operate in the production environment of the SPI. This declaration has a specific model that will be disclosed in due course and must be sent by Sisbacen, by the Director or occupant of the equivalent management position, responsible for the compliance with the rules related to the SPI.
