Circular Letter No. 4070/2020

The Central Bank amends, through Circular Letter No. 4,070/2020, some of the provisions of Circular Letter No. 4,056/2020, which establishes the procedures required for adherence to PIX since its launch.

Below are the changes set out in the Circular Letter:

  • Inclusion of a new formal homologation test, namely: test of the return request functionality, which consists of: (i) the initiation of a return request process; (ii) the receipt of a return request; (iii) the cancellation of an open return request and; (iv) the response of a return request process, and must be performed in the period from 01.09.2020 to 30.09.2020;
  • Signature requirement on at least one message of each of the formal tests;
  • Need to send a statement, by the institutions that access the DICT indirectly, stating that the institution has adequate protection mechanisms for scanning its internal database;
  • The assessment of the adherence of the solutions to the end users will be only of the main mobile application made available to the clients of individuals, being considered as the main application the one with the largest number of users, among the applications made available by the institution; and
  • Transactional account providers that use a mobile phone application provided by another PIX participant; those that wish to participate in PIX on an optional basis whose main digital service channel provided to their individual clients (with the highest number of transactions) is not an application accessible through a mobile phone; and those that wish to participate in PIX on an optional basis but do not have any individual clients are exempt from the adherence assessment process, and the exemption request must be submitted by July 15, 2020 or July 24, 2020, depending on the type of transactional account providers.
