DOC is replaced by DIMP in the Municipality of São Paulo

Last Wednesday, May 10, 2023, the Municipality of São Paulo, in Brazil, published Decree 62.383/23, replacing the obligation to deliver the Declaration of Credit or Debit Card Operations (Declaração de Operações de Cartões de Crédito ou Débito/DOC) by the Declaration of Information on Means of Payment (Declaração de Informações de Meios de Pagamentos/DIMP).

It is important to point out that, according to the new rule, not only credit or debit card administrators (i.e. issuers of postpaid payment instruments) – including the legal entities responsible for managing the network of establishments, as well as for capturing and transmitting credit or debit card transactions (i.e. acquirers and sub-acquirers) – are subject to the DIMP, but also institutions that are responsible for transactions carried out with prepaid cards (i.e. issuers of electronic money), postpaid cards and similar, as well as for transfer of resources, Instant Payment System (Sistema de Pagamento Instantâneo) electronic transactions, and other electronic payment instruments.

When service providers are located in the Municipality of São Paulo, all transactions carried out by these accredited establishments must be informed, including their global revenues.
