Central Bank puts regulation of card receivables on public consultation

The Central Bank informed, on Wednesday (05.09.2018), the opening of Public Consultation Notice 68/2018, with a proposal for the regulation of credit card receivables.

According to the Central Bank, the proposal establishes the "directing of the financial flow of receivables to the institutions that used them as guarantee for the granting of credit". "Inthis way, whoever accepts the receivable as a guarantee will have greater legal and operational certainty of their existence and that the receivable is linked to their operation, reducing risks and costs for market participants.

In practice, with the proposed registration, commercial establishments will be able to use card credits as collateral for credit applications or may assign these rights to third parties, such as FIDCs and Factorings.

For the Central Bank, these measures will contribute to increasing security, confidence and quality in the use of credit card receivables.
