It was published in the Official Gazette of the Union of 20/01/2020 Resolution No. 806 of January 17, 2020, through which the ANP regulates the procedures for control of flaring and loss of oil and natural gas.
The ANP will approve the forecasts for flaring and associated natural gas losses, together with the approvals of the Annual Production Programs (PAP) and will define the quantities that will not be subject to the payment of royalties.
The monthly limit will be a 15% increase over the Associated Gas Utilization Index (IUGA) forecast for the corresponding month and will be controlled (i) per production unit, for offshore fields; or (ii) per field, for onshore fields and also for offshore fields with flaring performed at onshore facilities.
The flaring or loss of non-associated natural gas and the flaring of oil are forbidden, and may occur in exceptional situations, provided that previously authorized or validated by ANP, under the terms of the Resolution.
Operators will have 180 days, counting from the publication of the Resolution, to implement the necessary adjustments related to the maritime production units for the service.
The new Resolution revokes ANP Directive No. 249, dated November 1, 2000.
